It can be : access permissions (users or group), it can be options in the menu if you use custom menu, it can be a lot of things

There is a little issue with the list. I use a global list (no option by default), and field is not required.
The second level already displays the values, I can choose it and save, and the first level is not here.
With normal list (not global), I think there is no bug.
