Finally it is working and I think it was a problem with my host or my connection because it seems like it was looking for files that didn't get expanded in the unzipping process the first few times.

Okay, this ZIP file had the /install folder in it. I applied the update and when I refresh and check, it still says I am on 2.21 even though I ran the upgrade script to 2.3.

I believe I have my path correct. My point was that there is no install folder. There is an install sub folder in the path example which I was copying and pasting into my URL box. But I looked on file manager and I have no install folder.
