XAMPP also won't start on Windows 11 unless it is running as administrator.
Try right clicking the application and clicking "Run As Administrator" then try to start Apache and MySQL again.

I believe Windows 10 also had this issue as well.

No problem.
If you don't need the message sent to yourself, disabling copy sender works perfectly.
