Email Notifications not Instantinating

I have never had trouble with email notifications being sent out to the different users I have using this software but ever since I updated to 2.2 the auto email notification system has not been working and is giving me an error message that says email can not be instantiated to the email. Need help !

Then it means default php mail function is disabled on your server. Contact your hosting support or use SMTP.

How do I properly set up smtp

their is a server restriction of 250 emails per day I when I last checked but I have all the right info in stmp and it its still giving me problems.
